15 Players, 2 Managers Suspended

A final decision by Minor League Baseball was handed down on the July 24th brawl between the Dayton Dragons and the Peoria Chiefs.  No players were named, but by the suspensions, you could probably guess who got what punishment.  Dragon manager Donnie Scott picked up a 3 games suspension and a fine while Chiefs interim manager got a fine and 20 days.

One line did catch my eye from the New York Times article:

League president George Spelius said it would be up to the clubs to identify the players.

Do they not have their own review board or panel for this type of incident?  Seems like with the hundreds of YouTube videos and news footage from local stations that MiLB would be able to hand down the punishments themselves rather than have the teams do it arbitrarily.
